・From November 11 to November 19, the Global South Study Group (MIGA-GSRC) at Musashino University’s Institute for International Studies visited Rio de Janeiro, the host of the Group of 20 Summit, and presented at the seminar the report of the study group conducted from May to September 2024, entitled “Proposals for Policy on Diversity Pathways for ‘No One Left Behind’ (hereinafter MIGA-PP), as follows, and briefed relevant senior officials.

(1)T20 Summit (Rio, November 12), a consultative body of think tanks co-hosted by the Group of 20

・A member of the Ambumodi Global South Study Group introduced MIGA-PP.
(2)T20 Side Event Seminar Innovative Strategies for Disaster Resilience: Fortifying Global South Economies Through Dynamic Governance Solutions
-A High-level T20 side event reflecting Global South Aspirations- (Rio, November 13)

・In the keynote speech, Hidetoshi Nishimura, Director of MIGA, explained the concept of the MIGA-PP general remarks. “New Normal” was the keynote concept throughout the seminar and was mentioned in many subsequent presentations.

・In Panel 3 – New Global Governance Architecture for Weathering Policy-Crisis, MIGA Visiting Professor Mitsuhiro Maeda explained individual policy proposals in 10 areas of the MIGA-PP, concluding, “While the world in the 19 and 20 centuries built an international order on the basis of the homogeneity of each country, the world today is grappling with the unexplored task of building an international order on the basis of the diversity of the Global South and using it as a source of vitality, and this requires the collective wisdom of mankind.”

(3)G20 Social Summit Seminar “Fortifying Global South Economies through Dynamic Governance Solutions”(Rio, November 14)





・Hidetoshi Nishimura, Director of MIGA, explained the concept of pathway diversity of MIGA-PP in his keynote speech. The concept of “New Normal” used in the presentation became the key concept underlying the entire seminar as it was on the previous day, and many presenters mentioned it afterwards.
(4)Consultations with senior officials of the Government of India, the former chair (Rio, November 14)



・Mr. Hidetoshi Nishimura, Director of MIGA, handed this report to Mr. Sherpa (H.E. Amitabh Kant, photo center), former chair of the Group of 20 India, and Mr. Ambassador Extraordinary and Plenipotentiary of India to Brazil (H.E. Suresh Reddy, photo right), and held discussions on the contents of the report.
(5)Manual delivery of the MIGA-PP report to the Group of 20 Sherpas (Rio, November 15)



・Through the Group of 20 Sherpas of Brazil, the chair, 40 reports were distributed to all the Group of 20 Sherpas of participating countries and information was shared.
3.Future Developments
(1)2025 Global South Study Group
・Research on “Resource Circulation Formation by Strengthening Digital Connectivity in Logistics in Africa”
In collaboration with NX Research Institute, Ltd., research will be conducted on digital logistics connectivity covering Japan, India and Africa, and a report will be compiled by July 2025. Specifically, in the workshop, experts will gather insights on (1) African regional politics and economics, (2) economic security (automobile industry), (3) circular economy, (4) digitalization (automobile industry), (5) logistics, and (6) analysis using a Geographical Simulation Model (GSM). In the meantime, he plans to visit South Africa and the Southern African Development Community (Botswana) in February 2025, India in May 2025, and Kenya and Tanzania in June 2025 to hold consultations on content with relevant parties.
(2)G20 Process
・The GOJ will continue consultations and discussions with the relevant parties of the G20/T20 in South Africa, which will chair next year, and urge them to include the basic ideas and policy recommendations of the MIGA-PP in the agenda of the G20/T20. Specifically, in February 2025, Japan will visit South Africa to hold consultations with officials from NEPAD headquarters and the Southern African Development Bank, and will also invite relevant officials to Japan for discussions with the MIGA-GSRC.
(3)TICAD Process
・At TICAD to be held in Yokohama in August 2025, a side event seminar on resource circulation through strengthening digital connectivity in logistics in Africa based on the report (1) will be planned.

U20 and other venues
With live music playing, there are events and lecture halls scattered around, restaurants and souvenir shops lining the aisles, and people of all ages are enjoying the G20 events. The people at the venue were very kind.
The large hall is surrounded by fences and police officers stand at key points. Security is tight as luggage and passport checks are required to enter.
